The European Union is getting ready to launch a new investigation into Meta over its handling of election-related content, according to a new report in The Guardian. Details of the investigation could be announced “later this week,” but European officials are reportedly concerned about “deceptive advertising and political content.”

According to the Financial Times, the EU has also raised concerns about Russia’s “efforts to undermine upcoming European elections” and other foreign interference campaigns. The EU is set to hold parliamentary elections in June. If the company is found to have run afoul of the Europe’s Digital Services Act, it could be hit with large fines.

EU officials are also “particularly concerned” about Meta’s plan to shut down CrowdTangle in August. The tool has been widely used by researchers and fact checkers for years to study how content spreads across Facebook and Instagram. Dozens of researchers and fact-checking groups signed an open letter to the company last month saying that shutting down the tool ahead of dozens of global elections would be a “direct threat” to election integrity efforts around the world.

“We have a well-established process for identifying and mitigating risks on our platforms,” a Meta spokesperson told Engadget in a statement. “We look forward to continuing our cooperation with the European Commission and providing them with further details of this work.”

Elsewhere, the EU is also investigating Meta over its ad-free subscription plan available to European users. That investigation, which could last up to a year, will look into whether the social media company has violated Europe’s Digital Markets Act, by not offering users a “real alternative” to opt out of data collection.

Meta is offering some creators thousands of dollars if they go viral on Threads. The payouts are part of a new invitation-only bonus program that rewards creators who use Meta’s newest app.

An Instagram support page offers some details about the bonus program, which Meta hasn’t formally announced. It states that creators can earn money “based on the performance of your Threads posts” or “the number of posts you create.” It appears that specific terms of the bonuses are individualized to each creator. “Details of the bonus program may vary by participant,” the company notes.

The program seems to be a small-scale effort for now — the company refers to it as being in “testing” — but it offers a preview of how Meta may look to ramp up its efforts to use creators to boost engagement on the service. Meta has previously offered bonuses for posting Reels on Facebook and Instagram, but it’s the first time the company has paid for posts on Threads. The Threads bonus program was first reported by Business Insider earlier this month.

Some creators are already being offered thousands of dollars for high-performing posts. According to one screenshot making the rounds on Threads, at least one creator was offered “up to $5,000” for Threads posts or replies with 10,000 views or more. That’s not nearly as high as the $10,000 bonuses Reels creators could once earn on Instagram, but is still quite generous considering posting on Threads requires far less effort than shooting and editing a compelling video.

Meta isn’t the only platform trying to lure creators with promises of potential payouts. X also offers creators direct payments based on their engagement, but that program is a revenue sharing arrangement for users who pay for premium subscriptions.

Threads has been growing steadily since its launch last year, and has more than 150 million monthly users, Mark Zuckerberg revealed last week. The Facebook founder has speculated that the app could one day be the company’s next billion-user platform, though it would likely take several years to reach that milestone. Either way, onboarding popular creators from Instagram would be an important step to boost engagement on Threads. The company also recently partnered with Taylor Swift’s team to get the pop star on the app to promote her latest album. Meta hasn’t shared what, if any, terms were associated with that arrangement, but the effort involved custom animations and other “Easter eggs” for Swift fans.

Instagram is overhauling its recommendation algorithm for Reels to boost “original content” in a move that will have significant implications for aggregator accounts and others that primarily repost other users’ work. The company is also changing the way it ranks Reels in an attempt to give smaller accounts more distribution in the app.

In a blog post announcing the changes, the company said it’s trying to “correct” its ranking system so that accounts with smaller followings will have an easier time expanding their reach. “Historically because of how we’ve ranked content, creators with large followings and aggregators of reposted content have gotten more reach in recommendations than smaller, original content creators,” the company explains. “We think it’s important to correct this to give all creators a more equal chance of breaking through to new audiences.”

It’s unclear exactly how Instagram is tweaking its recommendations to make them “more equal,” but the company suggests that the algorithm will no longer prioritize accounts with more followers. “Eligible content … is shown to a small audience that we think will enjoy it, regardless of whether they follow the account that posted it or not,” the company says. “As this audience engages with the content, the top performing set of reels are shown to a slightly wider audience, then the best of these are shown to an even wider group, and so on.” The change will roll out “over the coming months” so it could still be some time before creators see the effects of this update.

The app’s changes around “original content,” however, could be much more immediate. Instagram says it will actively replace reposted Reels with the “original” clip in its suggestions when it detects two pieces of identical content. Accounts that share reposted Reels will also be slapped with a label prominently tagging the original creator. The company says these changes won’t apply to creators that make “significant” changes like recording voice-overs or reaction clips, or if posts are “materially edited to become a meme.”

Aggregator accounts that “repeatedly” publish posts from others will be penalized even more harshly. Instagram says it will stop recommending Reels from these accounts altogether if they have posted unoriginal content 10 or more times over the previous 30 days. That change could crater the reach of popular aggregator accounts that share other users’ clips, often in order to promote affiliate shopping links and other schemes.

Of note, all of these changes for now only apply to Reels and not other types of posts on Instagram (a spokesperson said the company will “explore expanding to other formats in the future”.) The changes also broadly reflect the fact that Instagram has tried to decrease the importance of follower counts. That has frustrated some creators who complain that most of their followers don’t see their posts in their feeds.

In recent weeks, Instagram head Adam Mosseri has taken to Threads to field complaints from several creators sharing their account statistics and demanding to know why more of their followers don’t see their posts. In one recent exchange, nature photographer Nate Luebbe who has 142,000 followers on Instagram, pressed Mosseri on why a popular post only reached about 20 percent of his followers. In his reply, Mosseri suggested that was how Instagram’s algorithm is intended to function.

So while these latest changes are directed at Reels specifically, the updates suggest Meta will continue to focus on other metrics besides follower counts. That may be disappointing to those who have built up a large audience over several years, but Meta seems to view it as a better way of leveling the playing field for small accounts.

Instagram previously updated its algorithm in 2022 in order to prioritize original content. Mosseri said at the time that he didn’t want the app to “overvalue aggregators” though he acknowledged it was difficult to know “for sure” when a piece of content was original. Whatever changes were made at the time, though, may not have gone far enough if the company is still trying to “correct” imbalances a full two years later.

The EU has officially opened a significant investigation into Meta for its alleged failures to remove election disinformation. While the European Commission’s statement doesn’t explicitly mention Russia, Meta confirmed to Engadget the EU probe targets the country’s Doppelganger campaign, an online disinformation operation pushing pro-Kremlin propaganda.

Bloomberg’s sources also said the probe was focused on the Russian disinformation operation, describing it as a series of “attempts to replicate the appearance of traditional news sources while churning out content that is favorable to Russian President Vladimir Putin’s policies.”

The investigation comes a day after France said 27 of the EU’s 29 member states had been targeted by pro-Russian online propaganda ahead of European parliamentary elections in June. On Monday, France’s Ministry of Foreign Affairs Jean-Noel Barrot urged social platforms to block websites “participating in a foreign interference operation.”

A Meta spokesperson told Engadget that the company had been at the forefront of exposing Russia’s Doppelganger campaign, first spotlighting it in 2022. The company said it has since investigated, disrupted and blocked tens of thousands of the network’s assets. The Facebook and Instagram owner says it remains on high alerts to monitor the network while claiming Doppelganger has struggled to successfully build organic audiences for the pro-Putin fake news.

The European Commission’s President said Meta’s platforms, Facebook and Instagram, may have breached the Digital Services Act (DSA), the landmark legislation passed in 2022 that empowers the EU to regulate social platforms. The law allows the EC to, if necessary, impose heavy fines on violating companies — up to six percent of a company’s global annual turnover, potentially changing how social companies operate.

In a statement to Engadget, Meta said, “We have a well-established process for identifying and mitigating risks on our platforms. We look forward to continuing our cooperation with the European Commission and providing them with further details of this work.”

The EC probe will cover “Meta’s policies and practices relating to deceptive advertising and political content on its services.” It also addresses “the non-availability of an effective third-party real-time civic discourse and election-monitoring tool ahead of the elections to the European Parliament.”

The latter refers to Meta’s deprecation of its CrowdTangle tool, which researchers and fact-checkers used for years to study how content spreads across Facebook and Instagram. Dozens of groups signed an open letter last month, saying Meta’s planned shutdown during the crucial 2024 global elections poses a “direct threat” to global election integrity.

Meta told Engadget that CrowdTangle only provides a fraction of the publicly available data and would be lacking as a full-fledged election monitoring tool. The company says it’s building new tools on its platform to provide more comprehensive data to researchers and other outside parties. It says it’s currently onboarding key third-party fact-checking partners to help identify misinformation.

However, with Europe’s elections in June and the critical US elections in November, Meta had better get moving on its new API if it wants the tools to work when it matters most.

The EC gave Meta five working days to respond to its concerns before it would consider further escalating the matter. “This Commission has created means to protect European citizens from targeted disinformation and manipulation by third countries,” EC President von der Leyen wrote. “If we suspect a violation of the rules, we act.”

One of the main reasons it has been difficult to recommend the $500 Quest 3 VR headset over the $200 Quest 2 is a lack of exclusive titles, as most games have to support both models. This means we haven’t really seen the power of the Quest 3 yet, but the tides are turning. Meta just announced Batman: Arkham Shadow, which is fully exclusive to the company’s newest headset.

It looks like this title is actually set in the pre-existing Arkham universe, but it’s not being developed by franchise steward Rocksteady Studios. It’s being created by Oculus Studios and a developer called Camouflaj, which made the surprisingly great Iron Man VR experience. The track record is pretty spotty when it comes to other developers playing in Rocksteady’s sandbox, but the inclusion of Camouflaj makes me cautiously optimistic.

There’s a trailer, seen above, but it’s devoid of any actual gameplay. For that, we’ll have to wait until Summer Game Fest in June, according to Geoff Keighley. The trailer does indicate the presence of a little-known member of Batman’s rogues gallery called Ratcatcher. He controls rats to commit crimes. It’s a whole thing.

This isn’t the first time that Batman donned a VR headset. Back in 2016, Rocksteady released Batman: Arkham VR. The game was praised for being immersive, but dinged for being just an hour long. Hopefully, this one is a bit longer, though I’m actually into short VR experiences that are done really well. There’s only so much time to wander around the house like a doofus with a headset attached to my face.

While this is certainly the highest profile Quest 3 exclusive, it’s not the first to be announced. Starship Home is a mixed-reality adventure that looks like it should have been a launch exclusive for the Vision Pro. The horror-tinged Alien: Rogue Incursion isn’t quite a Quest 3 exclusive, as it’s also releasing on Steam and PSVR2, but it is a “next-gen” VR game that doesn’t have to run on the antiquated Quest 2. All three titles will be released by the end of the year.

Facebook’s News Feed algorithm has long been at the center of debates about some of Meta’s biggest problems. It’s also been a near constant source of complaints from users. But, if a newly filed lawsuit is successful, Facebook users may be able to use the social network with a vastly different feed. The Knight First Amendment Institute at Columbia University is suing Meta on behalf of a researcher who wants to release a browser extension that would allow people to “effectively turn off” their algorithmic feeds.

The extension was created by Ethan Zuckerman, a researcher and professor at the University of Massachusetts Amherst. He argues that Facebook users would be better off with more control over their feeds. “The tool, called Unfollow Everything 2.0, would allow users to unfollow their friends, groups, and pages, and, in doing so, to effectively turn off their newsfeed—the endless scroll of posts that users see when they log into Facebook,” the lawsuit explains. “Users who download the tool would be free to use the platform without the feed, or to curate the feed by refollowing only those friends and groups whose posts they really want to see.” (Meta officially renamed the News Feed to “Feed” in 2022.)

Zuckerman isn’t the first to come up with such a tool. He was inspired by a similar project, also called “Unfollow Everything,” from 2021. Facebook sued the U.K man who created that extension and permanently disabled his account. Zuckerman is trying to avoid a similar fate with his lawsuit. The suit, filed in San Francisco federal court Wednesday, asks the court “to recognize that Section 230 protects the development of tools designed to empower people to better control their social media experiences.”

The case could be a novel test of Section 230 of the 1996 Communications Decency Act, which is mostly known as the law that shields online platforms from legal liability for the actions of their users. But unlike recent Supreme Court cases involving the statute, Zuckerman’s case “relies on a separate provision protecting the developers of third-party tools that allow people to curate what they see online, including by blocking content they consider objectionable.”

A spokesperson for Meta declined to comment on the lawsuit. The company has a history of heavy-handed tactics when it comes to independent researchers. In addition to shutting down the earlier version “Unfollow Everything,” the company disabled the Facebook accounts of a group of NYU researchers attempting to study political ad targeting in 2021. Those types of tactics have led to some researchers pursuing “data donation” programs, which recruit volunteers to “donate” their own browsing data for academic studies.

If released, Zuckerman’s browser extension would also have a data donation component, allowing users to opt-in to sharing “anonymized data about their Facebook usage.” The data would then be used for research into the effects of Facebook’s feed algorithm.

Facebook is a hotbed for conspiracy theories and dangerous organizing at critical moments, like the 650,000-plus posts arguing against President Biden’s victory between the 2020 general election and the January 6 insurrection. Some users scattered following the latter and subsequent prosecutions, but a new report first published by Wiredshows a resurgence, identifying about 200 groups and profiles across the platform organizing militia activity nationwide.

The research, conducted by the Tech Transparency Project, found these groups have ties to organizations such as the Three Percenters militia network, dubbed by Meta as an “armed militia group” in its 2021 Dangerous Individuals and Organizations List. Yet, groups such as the Free American Army have urged users to join their local militia or the Three Percenters without consequence (Meta took down the Free American Army group only after Wired enquired about it, calling Facebook an “adversarial space” that requires regular investment to stay safe).

Katie Paul, director of the Tech Transparency Project, has watched hundreds of these groups and people since 2021 and has seen an increased seriousness and focus on organizing over the previous year. “Many of these groups are no longer fractured sets of localized militia but coalitions formed between multiple militia groups, many with Three Percenters at the helm,” Paul told Wired. “Facebook remains the largest gathering place for extremists and militia movements to cast a wide net and funnel users to more private chats, including on the platform, where they can plan and coordinate with impunity.”

The Tech Transparency Project found users seek out “active patriots” to discuss anti-government ideology, attend meetings and take combat training. The latter lends itself to a common theme: being prepared for standing up against or even going to war against enemies such as drag queens, pro-Palestine college students and the government itself.

Take a recent post by the administrator of a group called the Pennsylvania Light Foot, which has over 1,000 members: “In light of the violence and uncertainty in the world, Covid 19 shortages, civil unrest, and potential for terrorist attacks and natural calamity, we exist to equip our members. Our aim is to equip them with the ability to defend themselves, whether it be a mugger on the street or foreign soldier on our lawn.” These sentiments are echoed by other extremist organizers across Facebook.

Meta has attempted to at least create a facade of action and transparency. In 2019, it launched the Oversight Board as an independent reviewer of its content moderation. While the entity has pointed to Facebook’s role in dangerous election rhetoric, including incidents outside the United States, critics argue it hasn’t been impactful enough. Now, The Washington Post reports that layoffs at the Oversight Board could be imminent.

On August 14, Meta will shutter CrowdTangle, a tool it bought in 2016 that allowed journalists and academics to see how conspiracy theories and false information moved on Facebook and its sister site Instagram — often showcasing the platforms’ shortcomings. The company is replacing it with the Meta Content Library, which not only appears to be less detailed but isn’t available to for-profit news organizations.

In a huge move for the mixed reality industry, Meta announced today that it's opening the Quest's operating system to third-party companies, allowing them to build headsets of their own. Think of it like moving the Quest's ecosystem from an Apple model, where one company builds both the hardware and software, to more of a hardware free-for-all like Android. The Quest OS is being rebranded to "Meta Horizon OS," and at this point it seems to have found two early adopters. ASUS's Republic of Gamers (ROG) brand is working on a new "performance gaming" headsets, while Lenovo is working on devices for "productivity, learning and entertainment." (Don't forget, Lenovo also built the poorly-received Oculus Rift S.)

As part of the news, Meta says it's also working on a limited-edition Xbox "inspired" Quest headset. (Microsoft and Meta also worked together recently to bring Xbox cloud gaming to the Quest.) Meta is also calling on Google to bring over the Google Play 2D app store to Meta Horizon OS. And, in an effort to bring more content to the Horizon ecosystem, software developed through the Quest App Lab will be featured in the Horizon Store. The company is also developing a new spatial framework to let mobile developers created mixed reality apps.

“Mixed reality is transforming how people interface with computers by integrating digital experiences and physical spaces to reach new levels of productivity, learning and play," Lenovo Chair & CEO, Yuanqing Yang, said in a statement. "Building from our past successful partnership, Lenovo is bringing together Meta Horizon OS with our leadership and innovation in personal computing to accelerate adoption of new user scenarios in mixed reality like virtual screens, remote presence, content consumption, and immersive training.”

In 2024, four billion people — about half the world’s population — in 64 countries including large democracies like the US and India, will head to the polls. Social media companies like Meta, YouTube and TikTok, have promised to protect the integrity of those elections, at least as far as discourse and factual claims being made on their platforms are concerned. Missing from the conversation, however, is closed messaging app WhatsApp, which now rivals public social media platforms in both scope and reach. That absence has researchers from non-profit Mozilla worried.

“Almost 90% of the safety interventions pledged by Meta ahead of these elections are focused on Facebook and Instagram,” Odanga Madung, a senior researcher at Mozilla focused on elections and platform integrity, told Engadget. “Why has Meta not publicly committed to a public road map of exactly how it’s going to protect elections within [WhatsApp]?”

Over the last ten years, WhatsApp, which Meta (then Facebook) bought for $19 billion in 2014, has become the default way for most of the world outside the US to communicate. In 2020, WhatsApp announced that it had more than two billion users around the world — a scale that dwarfs every other social or messaging app except Facebook itself.

Despite that scale, Meta’s focus has mostly been only on Facebook when it comes to election-related safety measures. Mozilla’s analysis found that while Facebook had made 95 policy announcements related to elections since 2016, the year the social network came under scrutiny for helping spread fake news and foster extreme political sentiments. WhatsApp only made 14. By comparison, Google and YouTube made 35 and 27 announcements each, while X and TikTok had 34 and 21 announcements respectively. “From what we can tell from its public announcements, Meta’s election efforts seem to overwhelmingly prioritize Facebook,” wrote Madung in the report.

Mozilla is now calling on Meta to make major changes to how WhatsApp functions during polling days and in the months before and after a country’s elections. They include adding disinformation labels to viral content (“Highly forwarded: please verify” instead of the current “forwarded many times), restricting broadcast and Communities features that let people blast messages to hundreds of people at the same time and nudging people to “pause and reflect” before they forward anything. More than 16,000 people have signed Mozilla’s pledge asking WhatsApp to slow the spread of political disinformation, a company spokesperson told Engadget.

WhatsApp first started adding friction to its service after dozens of people were killed in India, the company’s largest market, in a series of lynchings sparked by misinformation that went viral on the platform. This included limiting the number of people and groups that users could forward a piece of content to, and distinguishing forwarded messages with “forwarded” labels. Adding a “forwarded” label was a measure to curb misinformation — the idea was that people might treat forwarded content with greater skepticism.

“Someone in Kenya or Nigeria or India using WhatsApp for the first time is not going to think about the meaning of the ‘forwarded’ label in the context of misinformation,” Madung said. “In fact, it might have the opposite effect — that something has been highly forwarded, so it must be credible. For many communities, social proof is an important factor in establishing the credibility of something.”

The idea of asking people to pause and reflect came from a feature that Twitter once implemented where the app prompted people to actually read an article before retweeting it if they hadn’t opened it first. Twitter said that the prompt led to a 40% increase in people opening articles before retweeting them

And asking WhatsApp to temporarily disable its broadcast and Communities features arose from concerns over their potential to blast messages, forwarded or otherwise, to thousands of people at once. “They’re trying to turn this into the next big social media platform,” Madung said. “But without the consideration for the rollout of safety features.”

“WhatsApp is one of the only technology companies to intentionally constrain sharing by introducing forwarding limits and labeling messages that have been forwarded many times,” a WhatsApp spokesperson told Engadget. “We’ve built new tools to empower users to seek accurate information while protecting them from unwanted contact, which we detail on our website.”

Mozilla’s demands came out of research around platforms and elections that the company did in Brazil, India and Liberia. The former are two of WhatsApp’s largest markets, while most of the population of Liberia lives in rural areas with low internet penetration, making traditional online fact-checking nearly impossible. Across all three countries, Mozilla found political parties using WhatsApp’s broadcast feature heavily to “micro-target” voters with propaganda, and, in some cases, hate speech.

WhatsApp’s encrypted nature also makes it impossible for researchers to monitor what is circulating within the platform’s ecosystem — a limitation that isn’t stopping some of them from trying. In 2022, two Rutgers professors, Kiran Garimella and Simon Chandrachud visited the offices of political parties in India and managed to convince officials to add them to 500 WhatsApp groups that they ran. The data that they gathered formed the basis of an award-winning paper they wrote called “What circulates on Partisan WhatsApp in India?” Although the findings were surprising — Garimella and Chandrachud found that misinformation and hate speech did not, in fact, make up a majority of the content of these groups — the authors clarified that their sample size was small, and they may have deliberately been excluded from groups where hate speech and political misinformation flowed freely.

“Encryption is a red herring to prevent accountability on the platform,” Madung said. “In an electoral context, the problems are not necessarily with the content purely. It’s about the fact that a small group of people can end up significantly influencing groups of people with ease. These apps have removed the friction of the transmission of information through society.”

A Russian military court sentenced Meta spokesperson Andy Stone in absentia to six years in prison for “publicly defending terrorism,” Reuters reports. Stone’s lawyer reportedly asked for an acquittal and there are plans to appeal the sentence.

A few months after Russian officials placed him on a wanted list and started a criminal investigation, a Moscow court issued an arrest warrant for Stone on several terrorism-related charges in February. It cited Stone’s alleged “promotion of terrorist activities, public calls for terrorist activities, public justification of terrorism or propaganda of terrorism and public calls for extremist activities.”

The measure follows Russia’s investigative committee opening a probe into Meta in March 2022. It claimed that Stone had incited extremist activity after lifting “a ban on calls for violence against the Russian military on its platforms.” Around that time, Stone said Meta was “temporarily” allowing some posts that would have previously been taken down for inciting violence to stay on its platforms, but noted that the company would still outlaw “credible calls for violence against Russian civilians.”

In any case, it seems unlikely that Stone will actually spend time behind bars in Russia, unless he were to travel there or to a country that has an extradition treaty with the nation. It’s not uncommon for a person to be charged or sentenced (often for spying- or hacking-related crimes) in another country and never actually have to deal with those consequences.

Russia has designated Meta as an extremist organization. It blocked access to Facebook and Instagram soon after commencing its invasion of Ukraine in 2022.
